MEMORANDUM 46 is a thirty-five year old conspiracy theory about a plot by the Carter administration to undermine the African American leadership in the US and create havoc on the African continent. Usually considered an urban myth, MEMORANDUM 46 is accepted by many black activists as fact. When two young African American radio talk show hosts tried to debunk the myth, they faced hostile rebukes themselves from the community and the management of XM169 in Washington DC.
